2.2.2 Absorbency. The cotton shall be nonabsorbent such that the cotton batting will not submerge un water within 15 minutes when tested as specified in 3.2.
2.3 Put-up. The batting shall be furnished with a separator strip running its length which shall be rolled together tightly and evenly according to the batting sizes and weights outlined below:

3. QUALITY ASSURANCE.
3.1 Certification. The contractor shall certify that the product offered meets the salient characteristics and requirements of this description and conforms to the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product offered for sale in the commercial marketplace. When specific quality assurance provisions are specified for any commercial characteristics the contractor shall furnish data resulting from inspection conducted in accordance with the specified quality assurance provisions. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
3.2 Method for testing absorbency. The test specimen shall be 10 grams of cotton batting folded into a 4 inch square. The specimen shall be held parallel and close to the surface of distilled water at 77oF + 4oF, dropped lightly upon the water, and the time required for the specimen to completely submerge shall be recorded to the whole second. Five determinations shall be made and the results averaged.
4. PACKAGING.
4.1 Packaging. Batting, put-up as specified in 2.3, shall be wrapped in minimum 30 pound basis weight kraft paper.
4.2 Packing. Twelve rolls, packaged as specified in 4.1, shall be compressed into a bale, strapped and placed in a snug-fitting plastic bag conforming to A-A-1660. The plastic bag shall have a nominal thickness of 0.005 inches.
