2.3 Flame retardant. The cotton wadding shall be given a flame retardant finish, so meet the flammability requirements of the Consumer Product Safety Commission’s Mattress Flammability Standard FF-4-72.
3. QUALITY ASSURANCE
3.1 Certification. The contractor shall certify, and maintain substantiating evidence, that the product offered meets the salient characteristics and requirements of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
3.2 End item examination.
3.2.1 Visual examination. Lots of sheet wadding shall be inspected in accordance with MIL-STD-105. The lot size shall be expressed in units of finished sheets of wadding. The sample unit shall be one finished sheet of wadding. The inspection level shall be 11 and the acceptable quality level (AQL), expressed in terms of defects per hundred units, shall be 6.5. The sheet wadding shall be examined for the following defects: defects in material, color other than natural, construction, workmanship; poor cohesion (pulls apart in spite of careful handling); any size hole, cut, or tear; local accumulations of foreign matter (seed coat fragments, trash), any spot or stain clearly noticeable.
3.2.2 Dimensional examination. The finished end items shall be examined without damaging or disassembling the end items for measurement for the length and width dimensions specified in table I. my dimension (measured without tension) not within the specified ranges shall be classified as a defect. The lot size shall be expressed in units of finished sheets of wadding. The sample unit shall be one finished sheet of wadding. The inspection level shall be S-3and the AQL, expressed in terms of defects per hundred units, shall be 2.5.
3.2.3 End item testing. The methods of testing specified in FED-STD-191, wherever applicable, and as listed in table II shall be followed. The lot size shall be expressed in units of finished sheets of wadding. The sample unit shall be one finished sheet of wadding. The lot shall be unacceptable if one or more sample units fail to meet the weight or thickness requirements specified. The sample size shall be in accordance with the following:
